General Strategic Plan for the City
End 2010 the agreement was signed between the urban planners AS&P, Frankfurt, wolf engineers + consultants and the Egyptian awarding authority the General Organization for Physical Planning GOPP for the preparation of a » General Strategic Plan for the City of Alexandria 2032. Due to the events of the “Arab Spring” the services were haltered. In June 2011 the project resumed, and a draft of the “City Profile Report” was submitted by end of July.
This report provides a comprehensive picture of the urban fabric, local economy, transport infrastructure, and urban utilities for water, wastewater, waste, and power, energy and communications. In November 2011 several development scenarios were presented to the stakeholders. The population in greater Alexandria is expected to grow by some 2.4 million new residents when compared with 2009 figures to a total population over 6 million through the year 2032.
Due to the overloaded and insufficient utility systems, insufficient transport infrastructure, and already now highly dense housing further consolidation and expansion of the existing urban space isn’t promising to improve living conditions, initiate the economic development and to improve the environmental protection. Therefore it is planned the development of additional areas south of the core city to the desert. For the new development areas, and the improvements of the city fabric, infill, brownfield developments a green building approach is initiated in order to reduce dependency of energy imports, and Alexandria’s high carbon footprint. Further, reduction of excessive high water loss rates, and high and sill increasing per-capita water consumption is addressed. Both facts are contradicting to Egypt’s scare water resource and high water stress.
